General Description. The Human Resources Manager supports the day-to-day Human Resources needs of the company including firm talent management programs for all divisions including, but not limited to:  employee integration; performance management; compensation; on the job training programs; EEO compliance and employee relations; diversity initiatives; and other duties as assigned.

Key Responsibilities

  • Customer Service
    • Acts as point of contact responsible for the accurate resolution of employee and manager inquiries.
    • Provide advice and coaching to management and employees as appropriate in different locations.
    • Recommend new approaches, policies, and procedures to affect continual improvements in efficiency of department and services performed.


  • Program Administration
    • Interpret HR and company policies and ensure adherence to them.
    • Respond to employee relations matters consistent with company policy guidelines, investigates employee work place situations including employee performance issues and/or claims of misconduct.
    • Participate in Unemployment Hearings.
    • Administer various human resources plans and procedures for all employees and assist in development and implementation of personnel policies and procedures.
    • Act as steward for attracting, developing, and retaining diverse talent in the organization.
    • Partner with management on the Talent Management processes (objective setting, performance, development, and succession planning) to ensure that employees’ level of performance and capabilities meet current and future standards.
    • Support new hire integration, host orientation programs, and oversee the process for new hire paperwork and record keeping.
    • Organize and/or attend diversity outreach initiatives and career fairs.
    • Prepare the annual compensation and performance review program.
    • Periodically update wage scales based on market conditions.
    • Conduct exit interviews.
    • Partners with management to coordinate and deliver various training programs.
    • Collects and synthesizes employee feedback and information to ensure continuous improvement.


  • Compliance
    • Will act as the Equal Employment Opportunity Officer for the company.
    • Oversee and administer Affirmative Action and Equal Opportunity Programs.
    • Schedule formal semi-annual EEO meeting(s).
    • Compile various management and compliance reports such as EEO-1 Report and Vets-100 Report.
    • Prepare and administer FDOT or OFCCP audits.
    • Ensure company is in compliance with Davis-Bacon and DOL payroll regulations.
    • Extensive knowledge and understanding of ADA, FMLA, and all employment liability laws.


  • Office Management
    • Provide daily management and supervision to the Main Office Receptionist, Human Resources Data Coordinator, Training Manager and Recruiting Specialist.


  • Relationships with External Resources
    • Maintain an effective working relationship with outside staffing agencies, headhunters, vendors and other external resources.


Qualification Requirements

  • General.   • Education and Experience. This position typically is not an entry-level job, as it requires demonstrable previous experience in the field of Human Resources.  Bachelor degree in Human Resources or closely related field is required. 
  • Knowledge, Skills and Abilities.
    • Will act as the Equal Employment Opportunity Officer for the company.
    • 7-10 years’ of progressive HR experience including strong employee relations and compliance experience. Knowledge of Company policies and all pertinent federal and state regulations.
    • Demonstrated ability to provide efficient, professional customer service, including strong problem-solving skills.
    • Experienced in handling sensitive and confidential information.
    • Strong analytical skills, including an aptitude to manage detailed quantitative information.
    • Excellent written and verbal communication skills, including the ability to handle potentially stressful situations as well as speaking before a group.
    • Computer proficiency and technical aptitude with the ability to utilize MS Word, Excel and PowerPoint, as well as SAP.
    • Proven ability to complete independent responsibilities, while working effectively in a team environment.
    • Excellent organizational skills, including the ability to establish priorities and meet deadlines under pressure.
    • Ability to work extended shift (nights, weekends) as needed to support business needs.


  • Physical Demands. The following physical demands are representative of those that must be met by a Human Resources Manager to successfully perform the essential functions of this job. 
    • Required to sit; talk or hear, both in person and by telephone; use hands to finger, handle, feel or operate standard office equipment; and reach with hands and arms.
    • The employee may regularly be required to walk or stand and occasionally be required to lift up to 10 pounds.
    • Specific vision abilities required by this job include close vision, distance vision, depth perception, color vision, and the ability to adjust focus. 


  • Work Environment. The work environment characteristics described below are representative of those that a Human Resources Manager encounters while performing the essential functions of this job. 
    • Work generally is performed in an office environment, although periodic visits to construction sites and asphalt manufacturing facilities is required.
    • Noise level in the typical office work environment is quiet.
